As far as "creating a Hawaiian government", I have never seen Na'i Aupuni, Kana'iolowalu, etc. (where only "Hawaiians" with a certain "blood quantum" can be involved) as anything like a "solution". As the King points out below, this is very much like what has happened to the many Turtle Island tribes over the years. And according to Pearl Daniel-Means (wife of Russell Means), once "nation in nation" happens, you have essentially lost your sovereignty as a nation.

Our ancestors fought valiantly for us to live as we were meant to live, as a free Hawaiian Nation.
"Today, we are the Kingdom of Hawai'i, built on the wisdom of our ancestors and the contributions of people of other ancestries that have joined us.
"During our history as a Nation, we've never entertained the idea of being subservient to another nation. A nation within a nation makes us subservient to the United States... It's like a thief that steals your house...[and] you ask him if he would consider giving you the garage to live in.
"To consider becoming a nation within a nation is playing with Fire; you would be giving up much more than your freedom; you would be inviting Armageddon into your front yard and potentially be used as "collateral damage". This is the reality that you are inviting into our homes by creating a nation within a nation government with the United States of America.
"...we do have a firsthand account of what exactly happened to the First Nations people when they did so. Look at their socio/political/economic reality. Failed systems that have resulted in some of the lowest life expectancy rates in the world along with all of the other ills of oppression and poverty.
"Why would we sign our own death warrants by creating a nation within a nation government? We have tremendous international support. Nations around the world are standing with us as we continue to restore our Nation. They stand with us because they know our cause is legal, lawful and just. The Kingdom of Hawai'i is your nation since time immemorial."
